Sites Doctor watches for local business websites with a low site score or failing audit categories, then runs the existing Sites Wedge audit logic from the P963-P970 page-quality path against the real substrate record. It checks reachable pages, technical SEO basics, mobile viewport, schema, metadata, link health, and other page-quality findings that block conversion and search visibility.
The verified-win contract is strict: a win is pending only after Sites Doctor records a real before snapshot and proposes audit corrections with evidence pointers. A win is verified only when a later substrate scoring snapshot proves `site_score_improved_by_10` with `substrate.scoring.before_after_delta_at_least_10` evidence. Pending and failed attempts do not count as wins.
Evidence must include the before score, after score, score delta, audit run identifiers, and proof links tied to the substrate scoring snapshot. The customer pays $1.00 only after the verified state change is written to the ledger.
